No. Many leaks come from localised pointing or flashing defects. Rebuilding is only considered when the masonry itself is too unstable or deteriorated for a smaller repair to make sense.

Can chimney flashing cause damp inside?

Yes. Failed flashing can allow water into the roof around the chimney, and the damp may then appear some distance from the stack inside the house.

Can you repair a chimney at the same time as other roof work?

Yes. If roof repairs, gutter work or re-roofing are also needed, it often makes sense to assess the chimney at the same time so the junctions are dealt with together.
